A total of 22 bollards are painted in the style of classic artists as part of the wider contribution to the refurbishment of The Square. First conceived in 2005 as part of the Hat Fair celebrations, Winchester City Council worked in partnership with Hampshire County Council to commission The Colour Factory artists to decorate these items of street furniture to stunning objects of art themselves.
